GoHighLevel Starter vs Unlimited: which plan do you actually need?
Choose Starter ($97/month) if you run one business or up to 3 client accounts; it has the same core tools. Choose Unlimited ($297/month) if you need more than 3 sub-accounts, want to rebill clients for phone and email usage, or need API access. Most beginners should start on Starter.

What’s the real difference between Starter and Unlimited?
When I first looked at these two plans I assumed the cheaper one was a cut-down version. It isn’t, at least not in the way most people expect. Both plans include the same core tools: CRM, websites and funnels, email and SMS marketing, calendars, workflows, courses and so on. The difference is capacity and agency billing, not marketing features.
| Starter | Unlimited | |
|---|---|---|
| Monthly price | $97/month | $297/month |
| Annual price | $970/year | $2,970/year |
| Sub-accounts | 3 | Unlimited |
| Contacts and users | Unlimited | Unlimited |
| Core features | All | All |
| Rebill phone and email to clients | No | Yes, without markup |
| API access | Not listed | Basic |
| Free trial | 14 days (pricing page) | 14 days (pricing page) |
The price gap is $200/month (verified Oct 20, 2026), or $2,000 a year on annual billing.
What is a sub-account, and how many do I need?
This is the word that decides the whole question, and it confused me at first. A sub-account is one complete, separate workspace for one business: its own contacts, calendar, phone number, websites and automations. Your “agency account” sits above the sub-accounts and manages them.
- You run one business (a coach, a dentist, a contractor): you need one sub-account. Starter covers you with room to spare.
- You’re a small agency: each client usually gets their own sub-account. Starter covers up to 3.
- You plan to sign many clients: once you pass 3, Unlimited is the only self-serve option.
Many agencies also keep one sub-account for their own business and one as a test or template account, so count those too.
What does “rebill phone and email” mean?
Texts, calls and emails cost money to send (see usage fees). On Unlimited, an agency can pass those costs through to each client automatically instead of paying them itself. According to HighLevel’s pricing guide, Unlimited rebills without markup, and only Agency Pro lets you add a markup. If you’re a single business paying your own bills, this feature doesn’t matter to you.
Who should choose Starter?
- You’re learning HighLevel and want the lowest commitment.
- You run your own business and won’t manage clients inside HighLevel.
- You’re an agency with 3 or fewer clients, or you’re testing whether HighLevel works for your service.
Who should choose Unlimited?
- You already have, or soon expect, more than 3 client accounts.
- You want clients billed directly for their own messaging usage.
- You or a developer need API access to connect HighLevel to other systems.
The plan list for Unlimited: Unlimited Sub-Accounts, Rebill Phone & Email (no markup), Basic API Access. If you need white-labeling and reselling (SaaS mode), that’s Agency Pro at $497/month (verified Oct 20, 2026), a different conversation entirely.
My honest recommendation
Start on Starter during the free trial and stay there until a real limit pushes you up. The interface takes time to learn either way, and paying an extra $200/month (verified Oct 20, 2026) for capacity you don’t use yet won’t make it easier. Since upgrades are prorated, there’s little downside to waiting.
Frequently asked questions
What is the difference between the GoHighLevel $97 and $297 plans?
Starter ($97/month) allows 3 sub-accounts. Unlimited ($297/month) allows unlimited sub-accounts and adds rebilling of phone and email costs without markup and basic API access. The core features are the same on both. Source: HighLevel pricing page · last verified Oct 20, 2026
Does Starter have fewer features than Unlimited?
Not for day-to-day work. HighLevel lists the same core features on both plans. Unlimited adds account capacity and agency billing tools rather than extra marketing tools.
Can I start on Starter and upgrade later?
Yes. HighLevel says upgrades are charged the prorated difference mid-month, so you can move up when you actually need more sub-accounts.
What happens if I need a fourth client on Starter?
Starter is capped at 3 sub-accounts, so a fourth separate client workspace means upgrading to Unlimited.
Communication surcharges (texts, calls, emails) may apply during the trial. Source: HighLevel, verified Oct 21, 2026
